HSS is Home Stability Support, a proposed statewide rental supplement for families and individuals who are eligible for public assistance benefits and who are facing eviction, homelessness, or loss of housing due to domestic violence or hazardous living conditions. HSS will be a bridge between the current shelter allowance and 85% of the Fair Market Rent determined by HUD.

HSS would make a difference in preventing homelessness

  • HSS is a game changer for families and individuals in New York who are struggling to pay rent.
  • The current assistance rate for a family of 4 (including children) is $331 a month in the Buffalo-Niagara region, but the typical rent for a 3-bedroom apartment is $1002.
  • The current monthly allowance hasn’t gone up in decades—while housing costs continue to rise throughout the state.
  • 25% of the homeless population in our region is comprised of families with children.
  • Children who suffer housing instability may be academically disadvantaged as a result.
  • HSS is paid for by the state, so it will not cost city or local governments a dime.
