HUD requires that every CoC conduct an annual Point in Time (PIT) count of the sheltered and unsheltered homeless in the CoC geographic area during the last ten days of January. Counts are further broken down into subpopulation categories including counts of persons who are chronically homeless, persons with severe mental illness, chronic substance abusers, Veterans, persons with HIV/AIDS, and victims of domestic violence. The Housing Inventory Chart (HIC) reflects the inventory of all of the beds and units in each Continuum of Care homeless system. The HIC is categorized by Provider Program Types: Emergency Shelter, Transitional Housing, Safe Haven, Permanent Supportive Housing and Rapid Re-Housing, provides the number of persons in each program and utilization rate for the date of the point in time count.
