An overview of HUD’s Continuum of Care (CoC) Homeless Assistance Program in Western New York

The U.S. Department of Housing and Urban Development (HUD) operates the Continuum of Care (CoC) homeless assistance program, which provides funding for homeless services across Erie, Niagara, Genesee, Orleans, and Wyoming Counties. The lead agency coordinating these services, known as the CoC Lead, is the Homeless Alliance of Western New York (HAWNY).

HUD distributes these grants through an annual process called the CoC Program Funding Competition.

There are two steps to the competition.

  1. Local Application Process
    Homeless service providers submit a local application in response to the Request for Proposal (RFP) issued by HAWNY. Applications go through a Rank and Review Process, which determines which projects move forward to the national application phase.
  2. National Application Process
    Projects selected during the local process submit a national application through E-snaps, HUD’s electronic grant submission system, in response to HUD’s Notice of Funding Opportunity (NOFO). While HAWNY assists by preparing a Collaborative Application for the CoC NOFO and offering technical support, individual applicants are responsible for preparing both the local and national applications.

Eligible Projects

CoC funding is available for several types of homeless assistance projects, including:

  • Joint Transitional Housing and Rapid Rehousing (TH-RRH): Combines temporary housing with the flexibility of rapid rehousing, providing a pathway to permanent housing while addressing immediate shelter needs.
  • Rapid Rehousing (RRH): Offers short-term rental assistance and supportive services to help individuals and families quickly exit homelessness and achieve housing stability.
  • Permanent Supportive Housing (PSH): Provides long-term housing combined with supportive services to assist individuals with disabilities or chronic homelessness in maintaining stable housing.
