Sparking Solutions for a Stronger Future

On Thursday May 15th, 2025 the Homeless Alliance of WNY in partnership with Nyla Gaylord, Executive Director of United Way of Orleans County and Nick Coulter, Community Housing Consultant, sponsored the 2025 Orleans United Way Housing Summit. It was a dynamic gathering of over 60 leaders and changemakers from across Western New York who are united by a shared mission: to tackle the pressing challenges of affordable housing and create community-driven solutions. From rural housing gaps to revitalization efforts, the Summit became a platform for driving real progress in our region.
With housing affordability reaching crisis levels across New York—especially for rural renters in counties like Orleans—the need for action has never been more urgent. At the same time, a steady decline in rural population over the last two decades has intensified the strain on housing resources and services.
Key Takeaways:
A comprehensive community assessment conducted by Orleans United Way Housing Task force revealed several critical trends shaping the future of Orleans County:
- Aging Population: With the median age steadily rising and younger residents moving away, demand is growing for senior-friendly housing options.
- Shifting Workforce: A growing number of workers are employed in service industries and fall within low-income brackets—making affordable housing an essential need.
- Declining Home Ownership: Fewer new homes are being built, older housing stock is deteriorating, and changing income levels are making home ownership increasingly out of reach.
The morning kicked off with insightful presentations by top industry experts, including John Wiltse (PathStone Corporation), Melissa DeLavern (DePaul Properties), Michael R. Pulver (Genesee Regional Bank), Jim Bopp (Planet Home Lending), and David Gagne (Small City Realty). The Summit’s momentum continued with powerful keynote addresses from Leonard Skrill, Assistant Commissioner at NYS Homes and Community Renewal, and David A. Smither, founder and CEO of the Affordable Housing Institute.
In the afternoon, the energy turned collaborative as attendees broke into working groups to brainstorm creative, actionable strategies to address housing needs. From innovative policy changes to new community partnerships, the ideas flowed—and so did the inspiration.
The 2025 Summit left attendees not only informed, but energized and empowered. As we chart a path forward, we are reminded that rural communities like Orleans are not just sites of need—they are sources of strength, innovation, and care. The work ahead requires sustained investment, deeper partnerships, and a renewed commitment to ensuring that every community, no matter how small or remote, has the resources to thrive. We see you, we stand with you, and we remain steadfast in our mission to build affordable housing, prevent homelessness, and uplift the resilience that has long defined rural Western New York.
